The Unicode Consortium has a page on submitting proposals for new emojis:

Per the Consortium:
"Anyone can submit a proposal for an emoji character, but the proposal needs to have all the right information for it to have a chance of being accepted."
The page has guidelines and sample submissions that may be useful if you're serious about submitting a proposal.
